BVP, EMVI, EMVO & MEAT

The ITC Group supports tender writers in drafting qualitative documents. These qualitative tenders can take many forms and have many names: what is called ‘Most Economically Advantageous Tender’ or MEAT in the United Kingdom and among European contracting authorities, is also called EMVI in the Netherlands (Economisch Meest Voordelige Inschrijving) and EMVO in Belgium (Economisch Meest Voordelige Offerte). All of these formats have in common that the price and quality are weighted against each other, resulting in a score between 20% and 100% quality.

The tenders listed above are primarily found within the public sector. However, invitations to tender in which quality and price are weighted against each other are becoming increasingly common in the private sector as well. In addition to a Request for Quotation (RFQ) tenderers must draw up a supporting quality document in the form of a Question and Answer form (Q&A), a Request for Information (RFI), a Request for Tender (RFT) or a Request for Proposal (RFP).

Since 2013, the ITC Group has gained extensive experience in qualitative tenders in the Dutch public and private sector. Since 2016, this knowledge has enabled us to be active in Europe, offering support with procurement and purchasing processes.
